Lights On is ENCC - European Network of Cultural Centres’ flagship training and work exchange programme for culture professionals under 35. It involves a five-day immersive training followed by a period of work exchange in a partner organisation.

The 2024 edition will look at the vital role cultural operators play in fostering environmental consciousness and weaving sustainability into the very essence of cultural institutions. By integrating ecological principles, not only can cultural centres contribute to a healthier planet, but also strengthen the social and cultural fabric of their neighbourhoods.

The training will take place in Warsaw, hosted by ENCC member Ośrodek Kultury Ochoty (OKO), a cultural institution under the patronage of the municipality. OKO is dedicated to deepening social bonds and enriching the cultural capital of the local community through a diverse range of grassroots artistic, civic, and social activities. As the host of the training, OKO embodies the fusion of culture, community and sustainability. Participants will have the opportunity to engage with an institution deeply rooted in local heritage, committed to fostering artistic expression, and dedicated to the principles of a sustainable and an eco-conscious future.

Activities calendar:

24 April 2024: Online preparatory meeting.

June-October 2024: A minimum of 7 days for exchanges.

Before end November: Report and evaluation.

Perform Europe: Call for Partnership Projects Exploring Cross-border Touring

Perform Europe is a funding scheme offering 2.1 million euros for performing arts collaborations across all 40 Creative Europe countries. Perform Europe supports partnership projects which reinvent the way we tour across borders.

After a highly successful pilot project (2020-2022), Perform Europe will continue to put emphasis on exploring, with the performing arts sector, how cross-border touring can be made fairer, greener, and more inclusive.

This is a call to the sector to create partnerships and propose impactful ideas that can generate real change, focusing on at least one of the Perform Europe priorities:

Inclusion and diversity.

Fight against climate change.

In addition to addressing one or both of these priorities, all Perform Europe proposals should aim for quality and innovation, and be built on fair principles.

Perform Europe will grant EUR 2.1 million to at least 35 partnerships.

Applicants can apply for grants in three categories:

EUR 12,000 Small partnership projects

EUR 32,000 Medium partnership projects

EUR 60,000 Large partnership projects.

Of the total funding, 5% will be allocated to projects which involve a partnership with Ukrainian partners or support initiatives for the Ukrainian performing arts sector.

Each partnership must consist of a minimum of three partners from a minimum of three Creative Europe countries. Each application must include at least one performing arts work (excluding live music) to be presented in a minimum of three different Creative Europe countries.

Partnership projects will run between 3 June 2024 – 30 November 2025.

Deadline: 31 March 2024

More info and apply: https://performeurope.eu/open-call/

Brainstorming Report: ‘Culture and Creative Sectors and Industries driving Green Transition and facing the Energy Crisis’

The European Green Deal highlights the importance of the cultural sector in the implementation of specific and systematic efforts towards carbon neutrality and climate resilience across Europe by 2050. Two dimensions of the involvement of Culture and Creative Sectors and Industries (CCSI) in the green transition are evident: the cultural sector itself must modify the ways culture is produced, since cultural activities and creative industries are among the most energy intensive industries; and the cultural sector, if adequately and consistently supported, can engage and inspire people to imagine and co-create a viable, low carbon, just and sustainable future.

Culture is a catalyst, a driving force towards progress. A financially healthy cultural sector could become a vector in Europe, for the creation of a green vision that could set the foundations for the healing of the planet. Europe has an opportunity to put culture and the creative industries at the core of its competitiveness and its leadership in just transition and transformation to sustainability.

This Brainstorming Report recommends that the European Commission introduce new institutional forms of support and funding structures to empower CCSI to do what it can do best: to break with tradition and expectation, break rules, habits and practices, replacing them with new perspectives and forms. CCSI needs courageous, competent funding and policy enablement to be able to offer the courageous cultural interventions that a complex, multi-dimensional strategy such as the European Green Deal needs.

The European Commission Structured Dialogue platform Voices of Culture invited participants from 35 organisations, selected through an Open Call from the relevant sectors across Europe, to brainstorm over two days – 15 and 16 June 2023 – in Tartu, Estonia, in order to collect insights, experiences, and recommendations on this topic from civil society. The findings represented in the Brainstorming Report reveal a wealth of European initiatives to support the greening of CCSI and present a number of recommendations to build on and extend the effectiveness of those initiatives. The report is aimed at both cultural practitioners on local and national levels, and policy makers, providing both with useful tools and recommendations for their work. The report features a comprehensive summary section, providing an overview of the main points of each chapter.

Three members of On the Move were part of the brainstorming meeting in Tartu and contributed to this report: the European Music Council, Trans Europe Halles and The Green Room.

The outcomes were presented and discussed with the European Commission (EC) on 6 September 2023. It is now published and shared with practitioners and stakeholders on local, national and EU levels.

This fourth edition of the Tracker includes three articles which foreground different aspects of sustainability for the creative and cultural sectors.

In the first, it is considered ‘How Culture Contributes to Health and Well-being: Findings from the CultureForHealth EU Preparatory Action’. ‘Research on Mobility and Culture’ examines the impact of the pandemic on three groups of actors: artists and cultural professionals, hosts providing mobility opportunities, and funders who set the conditions for mobility.

Finally, Data analyst John Ellingsworth’s ‘Exploring Recent Trends in Environmental Sustainability and Cultural Mobility’, a discussion of On the Move’s second edition of the Cultural Mobility Yearbook (March 2023), reflects on the importance of the ‘green transition’ being reflected in practices as well as in visibility.

Vogelklang Soundcamp Festival: Production Residencies (Germany)

The organisation Kunstverein Global Forest in St. Georgen, Germany is looking to award two project-based, 2-3 month artist residencies for research and artistic production. The residencies will take place after individual arrangements between February - early May 2024. The results of the residencies will be presented to the public at the annual Vogelklang Soundcamp on 4 and 5 May 2024.

The Vogelklang Soundcamp is a locally and independently organised event which is also linked to a global network of different actors. It aims to explore the behaviour and habitat of our feathered friends through art and creative contributions. The event was inspired by environmentalist and broadcaster Chris Baines and is part of the International Dawn Chorus Day, which he founded. Over the course of the festival weekend, May 6-7, various temporary sound camps around the world will connect to form one global acoustic network. Through the cooperation of all sound camps, including the Vogelklang Soundcamp in the Black Forest, a 24-hour livestream of continuous morning chirping is created. Thus, along the sunrise a worldwide phenomenon can be experienced: the morning song of the birds.

In addition to the 24-hour bird concert produced collectively by the many sound camps, an on-site and transmedia festival programme will take place in the realm of the Vogelklang Soundcamp in the Black Forest. This includes workshops, lectures, installations, performances, etc. – many of which are interactive and designed for participation.

The two residencies are intended to enable artists to develop a project- and theme-related work and to present it at the Vogelklang Soundcamp. During the production process, the artists will be supported by the Global Forest team. Generally, all artistic media that can be realised within the framework of the festival are welcome. The work should show a special perspective on or direct engagement with nature – in particular with birds or topics from this context. Sociopolitical issues can be individually and artistically in focus. At the core of the Vogelklang Soundcamp is the attempt and claim to assign subjectivity to nature and to engage with it as a biopolitical agent.

Both residencies include a rent-free stay at Kunstverein Global, a scholarship of 1000€ per month, the reimbursement of material costs up to max. 500€, the reimbursement of travel costs up to max. 250€, as well as free food and accommodation during the Vogelklang Soundcamp.

Deadline: 10 December 2023

More info and apply: https://global-forest.com/programm/open-call-vogelklang-soundcamp-7

International Touring and Environmental Responsibility Fund for Performing Arts Professionals in England, Norway and Denmark

Arts Council England are partnering with the Danish Arts Foundation and Arts Council Norway to support a third year of the International Touring and Environmental Responsibility Fund, with the aim of fostering relationships between artists and companies based in Denmark, Norway, and England, supporting them to develop new, environmentally responsible approaches to international touring and collaboration.

Travel and touring are essential to creativity and culture, but they come at a cost. As the urgency of the climate crisis increases, so does the need for our sector to fully understand its touring footprint, and to sustain a means of sharing art which supports our transition to a global low carbon future.

Working with Julie’s Bicycle, this unique programme aims to support performing arts professionals in England, Norway, and Denmark to tackle these challenges head on.

Applications are welcome from venues, touring companies and individuals across a wide range of art forms. You may, for example, be a music or theatre venue that receives touring organisations, a festival, an orchestra, a theatre company, a solo musician, a performing arts producer, or a multidisciplinary arts organisation.

Beginning in February 2024, selected artists and companies (eight based in England, eight based in Denmark, eight based in Norway) will benefit from a three-month interactive online programme exploring key touring challenges, with provocations, frameworks, and practical approaches to reducing their carbon and environmental impacts. Led by Julie’s Bicycle, with input from guest speakers, this online climate leadership course will inspire participants to collaborate with one another to shape concepts that explore new approaches to international touring and collaboration.

Following the online programme, participants will be invited to apply for project funding in partnership with one another to seed fund concepts originating from the programme. Concepts could include, for example, creating artistic content, exploring new models of presentation or distribution, or research and development.

The successful partnerships will be awarded up to £30,000 (for trilateral partnerships representing all three countries) or up to £20,000 (for bilateral partnerships representing only two of the countries) and announced in May 2024 with projects commenced in September 2024.

Deadline: 30 November 2023

More info and apply: https://www.artscouncil.org.uk/our-open-funds/international-touring-and-environmental-responsibility-fund/international-touring-and-environmental-responsibility-fund-round-three

LIVEMX: Call for Projects from Music Organisations

Supported by Music Moves Europe, LIVEMX aims to nurture a more diverse and sustainable music sector through dedicated funding designed to answer some specific needs of the European music ecosystem in three specific areas. This programme aims to help music organisations and professionals to develop and strengthen their skills, abilities, processes and resources to adapt and thrive in such a dynamic industry.

LIVEMX focuses on three specific topics:

Music export (encompassing three challenges: developing music export through co-creation; promoting new music and artists abroad in innovative ways; and developing professional networks and understanding of new markets).

Live music venues (challenges: develop artists’ circulation in Europe; develop ecological solutions adapted to the live music sector; develop new audience strategies).

Digital circulation and engagement.

To be an eligible applicant, proposals must be presented by a single applicant (mono-beneficiary) that meets the following rules:

Be a public or private organisation with legal personality.

Be established in one of the 27 EU Member States or non-EU countries, on the date of the publication of the call, part of the Creative Europe Programme.

Be established at least one year before the application submission date.

Have a demonstrable track-record of working in the sector that is relevant in the context of their proposal (live music venues, music export or digital solutions that can be applied to the music sector).

Project grants are organised into three strands of 20,000, 40,000 or 60,000 EUR.

Deadline: 6 January 2024

More info and apply: https://livemx.eu/open-calls-for-projects/

Ways of Repair: ‘Loss and Damage’ Research Residency for Artists and Curators (Online)

Ways of Repair: Loss and Damage seeks three artists and/or curators (applying as individuals or as collectives) working within any medium to undertake new or existing artistic research projects engaging with loss and damage.

Throughout a year-long programme, the selected artists and/or curators will be supported in their engagement with the issue of loss and damage and encouraged to spend time exploring and developing their artistic and/or curatorial practice in dialogue with other likeminded cultural practitioners as well as a global community of climate change researchers, policymakers, advocates, activists and negotiators, working on Loss and Damage — the policies and plans developed to address loss and damage.

Taking place between January 2024 and January 2025, the Ways of Repair: Loss and Damage public online programme will feature four key moments (three workshops and a symposium) aimed at fostering dialogue between the selected artists and/or curators and Loss and Damage researchers from around the world.

Ways of Repair: Loss and Damage is especially interested in artistic research proposals exploring the intangible loss and damage that the climate crisis is causing to culture and heritage, identity and health (physical, mental, and spiritual), as well as reparative acts, modes of healing, community building and kinship-making, that emerge in response to the need to address loss and damage.

Some ways in which artists might engage with Ways of Repair: Loss and Damage include: documenting lived experiences of loss and damage in tangible, experiential and empathetic ways; responding to specific instances of loss and damage, through practices of healing, restoration, reconstruction; participatory approaches to Loss and Damage advocacy and/or activism; exploring the ethical and/or philosophical questions at the heart of the Loss and Damage discourse, or by challenging the Loss and Damage framing itself, and exploring its relationship to the injustice and inequalities at the heart of the climate crisis.

Applications from practitioners representing the Most Affected People and Areas (MAPA) — those at the forefront of intersectional experiences of the climate crisis in the global South and North— are particularly welcome.

Each selected participant or collective will receive a stipend of £10,000.

Deadline: 12 November 2023

More info and apply: https://www.waysofrepair.com/open-call

In 2024, three small islands in the Mediterranean Sea, Ustica in Italy, Alonissos in Greece and Gozo in Malta, will host a 7-day residency programme where artists will be inspired by the beautiful natural environments, the ancient maritime traditions, and the direct relationships with local communities to create their born-digital and physical artworks. Artists will be encouraged to design artworks to be integrated into the marine, natural and architectural landscapes of the islands, thus creating an open-air and underwater museum making the three Islands a guiding light for Ocean Conservation.

The residency programme will foster a cooperation process between artists and communities to raise ocean literacy and inspire a more environmentally friendly behaviour, with co-creation and cross fertilisation activities on-site and online. Artworks (both digital and physical ones) will become the tangible results of the two-year residency programme that includes for each island:

4 Digital artists.

3 Street/Urban/Guerrilla/Ecological/Graffiti/Land artists.

1 Artist producing underwater artworks/sculptures.

Overall, the programme will involve 8 Artists for each island and 24 artists in total willing to:

Be engaged in co-creating projects to spread people’s awareness of marine preservation.

Improve their skills using digital technologies and digital media in the creative process.

Be trained on innovative and sustainable methods applied to creative processes.

The project covers round trips from European cities, boards and lodging costs for the in-person activities. It also provides some support for production costs, and stipends varying from 2000 – 3500 EUR.

Looking to delve deeper into the critical intersection of climate change and social justice through artistic research? Konsthall C invite you to join their upcoming residency programme Nordic Futures, where they aim to invite three artists and/or researchers who are passionate about exploring pressing issues connected to the climate crisis through an interconnected social justice lens.

Konsthall C encourage applications from a diverse group of individuals who share a deep commitment to both social justice and climate change issues. This residency aims to investigate how characteristics such as race, gender identity, class and geographical location intersect with power structures to perpetuate privilege and discrimination within a Nordic context. They hope to support new visions of knowledge production and methodologies to spotlight the importance of social justice and intersectional environmentalism.

Konsthall C seek artists/researchers with proposals that:

Help to imagine social, cultural, economic, and technological futures through the intersection of climate change, race, class, and gender identity.

Connect societal health with environmental and planetary health.

Work through collaboration and collective world building with the aim to formulate new methods to bring intersectional environmentalism into focus.

Konsthall C offer each residency holder:

Stipend: 30,000 SEK

Per diem, local travel, international flights and accommodation.

You will spend four weeks in Stockholm and then return for a joint symposium together with the three other artists/researchers in April 2024.

The residency is open to artists and artistic researchers based in the Nordic countries (excluding Sweden) as well as the Baltic region.

Deadline: 30 October 2023

More info and apply: https://konsthallc.se/en/program/nordic-futures-call

Art Jameel / British Council: Anhar - Culture and Climate Platform

Anhar: Culture and Climate Platform is a new programme from Art Jameel and the British Council that supports ambitious arts projects that engage with the climate emergency. Anhar: Culture and Climate Platform is designed specifically to diversify and increase support for practitioners in the Arab world and builds on findings and key priorities that emerged through the Culture and Climate Summit, a two-day workshop and seminar exploring culture’s role in addressing the climate emergency, jointly organised by Art Jameel and the British Council in March 2023.

The Anhar selection process will see expert juries consider proposals from individual practitioners making new work and instigating community projects through to large-scale international collaborations, via grassroots institutions actioning practical solutions to reduce their carbon footprint.

Anhar: Culture and Climate Platform kicks off with a three-tiered open call that invites individual artists, collectives and cultural organisations based in eligible countries in the MENA region to submit proposals that meaningfully engage with the climate emergency.

The programme aims to:

Support creative practitioners producing cultural projects that engage with the climate emergency, raise awareness and inspire engagement.

Support cultural organisations in refitting spaces for energy efficiency and renewable energy use and/or the implementation of processes aimed at tracking and reducing carbon emissions and waste.

Support experimental and creative approaches to cultural production that centre local, community-based and intersectional perspectives.

Facilitate peer exchange, stimulate meaningful connections, international and interdisciplinary collaboration while expanding and strengthening a regional network of cultural practitioners engaged with the climate emergency.

There are three award tiers:

Tier 1: Awards grants of £1000 to £5000 ($1000 to $6000) to individual artists and collectives working on climate-related projects and proposals.

Tier 2: Awards grants of £5000 to £10000 ($6000 to $12,000) to cultural organisations to reduce their carbon and waste footprint through the development and implementation of a decarbonisation strategy, including material works and investments in renewable energy infrastructures.

Tier 3: Awards grants of £25,000 to £50,000 ($30,500 to $70,000) to support collaborations between UK and MENA artists, collectives, networks and/or cultural organisations seeking to develop a large-scale artistic response to the climate emergency, with at least a component of the project taking place in a MENA country.

Applicants must be based in one or more of the following countries: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya , Morocco, Occupied Palestinian Territories, Oman, Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, Yemen.

Deadline: 15 January 2024

More info and apply: https://artjameel.org/sustainability/anhar-culture-climate-platform/

PROSPER: Lake Ohrid Residency (North Macedonia)

PROSPER is an international project co-funded by the Creative Europe programme of the EU, led by 5 partner organisations – LOOP (Greece), Eho animato (Serbia), Oyoun (Germany), Peripetija and LDA Struga (North Macedonia) – which is exploring the theme of environmentally challenged regions of the Balkans by inviting artists, designers, researchers, cultural workers, and thinkers of all disciplines to participate in a residency. The periphery selected for this open call is Lake Ohrid in North Macedonia. It is a UNESCO site which has been suffering ecologically due to unsustainable tourism practices, and it represents a common type of environmental challenge that we see globally and more frequently than ever before.

Participants will have the opportunity to immerse themselves in creative work that is informed by local communities that live and work in this periphery. This exchange takes place in the form of a 30 day residency from 1-30 April 2024 with a group of eight international participants, and ends with a collectively curated one-day festival where the participants showcase the work they developed during the residency. The key objective is to inspire participants to find connections between their practice, the fragile environment they are inhabiting, and the people who live there, while ensuring respect for the core values: sustainability, inclusivity, and decolonial thinking.

The residency in Lake Ohrid will provide:

Accommodation - participants will be accommodated in one shared housing in private rooms (except for duos) at Bache House.

Travel costs - return tickets and local transport.

Living costs amounting to 660 Euros (gross) per person.

Common work space.

Collective learning sessions with local communities.

Production costs (within a limited budget).

Are you an artist keen to share your skills with others? Incubator is an initiative calling for workshop proposals to equip artists with the hands-on knowledge required to successfully design, coordinate, and facilitate online workshops. The organisers are inviting artists of all disciplines with an active creative practice of 3 years or more to explore six workshop categories and submit their proposals.

Categories:

Immigration, Migration, Mobility.

Gender and Equity.

Climate Action.

Indigenous, Afro, and Caribbean Cosmogonies.

Food Futures.

Conversation Through Curation.

Each workshop category has a different production partner and different eligibility requirements to apply – see the full call for more details. Proposed workshops must run for four weeks, held online for 10 to 15 participants.

The goal of the Incubator initiative is to strengthen artists in their ability to share their creative practice and experience with others, while also fostering collaboration and dialogue on specific topics. The calls seeks socially engaged proposals that focus on local realities, engage audiences beyond the art community, and include hands-on experiences and practical tools. Priority will be given to workshops that promote learning and working across disciplines.

Following the open call, the organisers will select one applicant per workshop category. They will receive a grant of 4000 CHF for their project. The grant will be paid in two instalments to cover the expenses associated with producing the outputs of the workshop, such as honorariums, fees, and non-personnel costs. The selected workshop applicant will be paired with the partner from their category who will provide professional guidance, advice and support in the production of the workshop and its subsequent implementation. The Incubator culminates in a joint virtual showcase of all the content developed in the workshops.

Deadline: 1 October 2023

More info and apply: https://www.suedkulturfonds.ch/open-call/incubator
