PASSAGES INSOLITES is a public arts festival featuring a circuit of temporary artworks as well as artistic happenings in public space. Presented by EXMURO arts publics and the City of Quebec, this accessible event has been taking place every summer since 2014, for several months, in the historical and central neighbourhoods of Quebec City.

The ninth edition of PASSAGES INSOLITES will take place in Quebec City over the Summer of 2022. The organisers are calling for proposals from professional artists from Quebec, Canada and the world to submit work of temporary public art to be included in the programme, whether they are new projects or existing works.

For the 2022 edition, EXMURO is looking for ingenious and daring proposals that will generate singular encounters with the strange, the eccentric and the surreal. Local, national, and international artists are invited to take over urban space with artistic projects that will incite reflection, produce sensations, or offer extraordinary experiences. Thanks to the organisation’s circulation component, many works from PASSAGES INSOLITES are subsequently presented in other cities in Quebec, Canada, and the world.

No minimum or maximum budget is imposed, but it should be noted that EXMURO usually offers between $5000 and $ 25,000 per work (depending on its value, scope and complexity). EXMURO accepts the participation of other financial partners.

The proposed work must be durable (three and a half months), safe, and autonomous (not requiring special monitoring or maintenance). Although not required, the jury will pay particular attention to the potential of subsequent presentations of the work.

Deadline: 15 October 2021

More info and apply: https://passagesinsolites.com/en/call-for-submissions

Ephemera Phestival is the new action framed within the CreArt project, led by the Municipal Foundation of Culture of Valladolid City Council, which will take place 17-26 September 2021 with the realisation of different ephemeral artistic interventions in the public space.

The word ephemeral is used to refer to something of short duration. This word is the sum of the Greek words epi (around) and hemera (day), so it occurs around one day and does not exceed that time unit. That is, it begins and ends quickly, in a fleeting way.

Within the framework of this festival, the organisers are launching a Call for Ephemeral Interventions: EPHEMERA.

They are looking for ephemeral street interventions both performing arts, visual or plastic including: theatre, dance, performance, installations, video creation, music, graphic arts, muralism, as well as the crossing of any of these languages within the same montage that interacts with the space or the public.

Three proposals for artistic interventions will be selected, at the proposal of artists from Valladolid or the CreArt network. Projects can be presented individually or collectively.

Each project will receive €600 in fees + up to €700 in production costs (taxes included). For artists from other CreArt cities, travel expenses up to €400 will also be covered.

Applications are open to artists from Valladolid or cities of the CreArt network: Genoa and Lecce – IT; Liverpool – UK; Clermont - Ferrand and Rouen – FR; Member of HDLU, Zagreb – HR; Kaunas – LT; Lublin and Katowice – PL; Aveiro – PT; Skopje – MK.

Deadline: 30 June 2021

More info and apply: https://creart2-eu.org/open-calls/open-call-ephemera-phestival-for-creart-artists-17-26-september-valladolid

pt

POLDRA – Public Sculpture Project Viseu promotes site-specific contemporary public art / art in public space. POLDRA seeks works that propose new interpretations of the sites and spaces as well as encourage interaction between the viewer and the sites themselves. Through this dynamic, the works of art aspire to initiate connections that exist beyond the primary act of looking.

Launched in 2018, POLDRA has enriched the city of Viseu with an open-air public art route within a historic, urban woods setting. Each annual edition grows a collection of long-term temporary interventions, maintained for periods of approximately two years, ensuring overlapping links between the new proposals and previous installations of each year, allowing for dialogue upon premise, sentiment, authorship and aesthetics.

Through an international open call with a significant focus on sculpture, POLDRA encourages proposals that both complement the existing collection as well as embody diverse views upon the public space(s) that are pre-selected for the project. Proposals submitted to this open call must be designed specifically for the Mata do Fontelo (Viseu, Portugal), and should reflect on the subject of art in public space and be, themselves, a reflection of the focus and oeuvre of the creator (individual or collective) responsible for the proposal.

The selected proposals will benefit from financial support of 3000 euros (taxes included) divided as follows: author’s fee (1500 euros); materials/production (1500 euros). To that value the organisers will add the costs regarding accommodation in Viseu (up to a 10-day period); and cover travel expenses to and from Viseu (up to 750 euros).

POLDRA’s 2021 edition will be inaugurated in October 2021 and the selected proposals must be installed and on site up to 5 days before the inauguration date (to be determined).

Deadline: 18 April 2021

More info and apply: https://poldra.com/en/open-call-2021/

This report presents an overview of IN SITU ACT (2016-2020), and a reflection on some of the highlights of this European cultural cooperation project which was awarded co-funding from the Creative Europe Programme of the European Union.

The 4-year programme strengthened a platform for artistic creation in public space through an extensive series of artistic encounters, taking diverse formats and organised across many countries of Europe. The project was led by Lieux publics, the European and national centre for artistic creation in public space in Marseille, and implemented with 20 partners from 12 countries.

The report considers:

How to characterise these specific relationships and the nature of the support which connects many of the different project activities?

What different formats of encounters have been created, reformatted and/or adjusted?

In accompanying the artists along professional pathways of creation in public space, through a process of artistic mentoring, what values are embodied by the IN SITU partner network?

Can we formulate an IN SITU glossary of keywords to help consolidate the network’s approach, and to inform the next development phase?

What has been the learning from the IN SITU ACT project implementation?

The report was done in collaboration with On the Move, written by Judith Staines. It includes a preface related to artistic mentoring and professional development by Lene Bang Henningsen.

Other reports in collaboration with On the Move part of the IN SITU ACT project:

kulturbüro and the city of Holzminden are organising the 16th edition of the ‘International Street Theatre Festival’ which will take place from 21 to 23 May 2021. Situated in the north of Germany near Hannover, the charming city of Holzminden hosted this festival for the first time in 1991. Since then the festival has taken place every two years. As the founder of the festival, kulturbüro will be in charge of its conception, organisation and realisation in cooperation with the city of Holzminden.

During recent years, the International Festival Holzminden has become more and more popular, attracting actors, directors, organisers and programmers from all over the world. Numerous productions celebrated their premiere in Holzminden and gained international reputation through this. The last ten festivals were visited by over 700,000 people in total, enjoying 270 productions of 200 street theatre companies so far.

Any professional theatre groups may send in their applications. The production must be intended to be played exclusively in public open air spaces and must also be played there. The artistic range includes street and park performances as well as walking acts, theatrical animations and parades, small in size as well as technically elaborated open air productions. There can be theatrical productions in the field of visual and performing arts, performance, dance-theatre, physical and mask theatre and new circus that are played in the open air.

The organiser pays for the expenses of the performances (artistic fee, travel costs, hotel, catering and the required technical equipment at the performance place).

Deadline: 1 November 2020

More info and apply: https://www.holzminden.de/uploads/media/Registration_HOL_2021_compressed.pdf

Pig: An Experiment in Collective Decision-making

This report was commissioned by IN SITU, coordinated by On the Move and researched by UCLG Committee on Culture.

Pig is an art installation in the form of a giant transparent piggy bank. It appears without warning in public space accompanied by a short message: members of the public can put money into Pig’s ‘community fund’ if they want to, and spend it when they’ve agreed how to spend it.

Developed by the company Kaleider and supported by IN SITU, the European platform for art in public space, Pig travelled to six locations in Europe within the IN SITU network during 2018-19, and was met with a fascinating range of responses. In Marseille, discussions on how to spend the money flowed into debates on homelessness, migration and the status of refugees. In the Spanish town of Tàrrega, children made regular withdrawals, while in Moss, a small town on Norway’s southern coast, fiscal restraint seemed to win out – at least on the surface. In Hull, Pig had to be moved for safety reasons, while on the Dutch island of Terschelling it was moved every night as a festival game. Everywhere it went, Pig was the catalyst for new meetings, discussions and heated debates, touching – directly or indirectly – on issues of democracy, devolution and the common good.

Simple concepts can get at big ideas. The purpose of this evaluation is to look back on Pig through the lens of public policy, in the belief that cities and governments might have something to learn from art in public space. Work on it began in 2018, but it is being finalised in April 2020, at a time when the COVID-19 pandemic is both confirming the power of communities and placing greater scrutiny on how they are formed, who they include, and how they relate to larger structures of governance. Access to public space has been curtailed for some, but the question of how we come together, how we make decisions, and how we build trust among one another, has never been more pressing.

English

What is public space? Why do artists choose to work in these unconventional places? How do they use these spaces around the world? What kinds of legislation and technical characteristics do professionals have to take into account?

Till the 30 June 2020, you can access this 4-week MOOC packed with tools and inspiration to help you understand and play a role in artistic creation in public space.

As you progress through the course, you will learn about different artworks designed for public space, the way they interact with their locations, and the specific features of writing and audience relations in this context.

You will be given methodological tools and practical exercises to help you try out these ideas and take on the role of a creator. You will get support from various European artists and professionals, who will share their experience and knowledge with you.

Weblink to the MOOC

Deadline: 21 May 2020

More info and apply: https://createinpublicspace.com/creerenespacepublic/
