A key part of the Welsh Government’s Year of Wales in France 2023, the £100,000 grant programme is available to artists and creative organisations to collaborate across the two countries.

For this Webinar, On the Move collaborated with Wales Arts International and Arts Infopoint UK to exchange on the artistic and cultural mobility flows between EU’s Member-States and the United Kingdom. After a COVID-19 pandemic which put many cross-border collaboration to a halt, arts professionals and organisations gradually discovered the new circumstances to travelling from one context to the other. Travel restrictions and other health-related measures being slowly lifted on the two sides of the Channel, many practitioners had to get acquainted with a new set of rules to circulate, stay and present work.

Across 2021, many conversations took place in the performing arts field and the creative industries to raise awareness of these new circumstances and address grassroots players’ needs in relation to transnational EU-UK cultural initiatives. Both On the Move and Arts Infopoint UK have led or contributed to many sectoral events to provide support and guidance to cultural stakeholders. Mobility Information Points (MIP) have been increasing their effort to better help UK- and EU-based arts professionals when dealing with post-Brexit issues, from visas to customs rules.

With this webinar we aimed to provide a platform to share more stories and information from the visual arts ecosystem, as we observe its specificities (e.g. from freelance artists and curators to artist-in-residence programmes not always equipped to navigate heavy administrative processes) and concerns to maintain fruitful cultural relations.

A webinar co-funded by the European Union, in collaboration with Howlround.

Wales Arts International > Invitation to Tender for Roadmap for a New Evaluation Model

Wales Arts International has issued an invitation to tender to write a roadmap for a research project that will develop a model for measuring the impact of international cultural activity on the goals of the Well-being of Future Generations Act

The Well-being of Future Generation (Wales) Act 2015 is a landmark piece of legislation. It aims to improve the economic, social, environmental and cultural well-being of Wales by taking action, in accordance with the sustainable development principle. All 44 public bodies in Wales – including the Arts Council – have a statutory duty to embark on this journey of change, and to embed sustainable development into their organisations.

It’s essential that public funds are spent on activities that provide the greatest possible cultural, economic and social benefit. WAI need to be able to explain – clearly and accurately – the impact that their investment is having in achieving their priorities. As such, they attach particular importance to monitoring and evaluation and its role in informing policy and project development.

Wales Arts International wishes to commission a research roadmap to guide the development of a larger scale research project which will consider the following questions:

What is a practical model for measuring the impact of culture on the well-being agenda, using the impact of international cultural activity on the Well-Being and Future Generations Act as a case study?

How can this model help individuals and organisations understand their contributions to the well-being goals?

WAI envisage the project will begin in October 2020 and be completed as soon as is practicable before March 2021. They can provide a maximum budget of £5000 (including VAT) to support this work.

Deadline: 30 September 2020

More info and apply: https://wai.org.uk/news-jobs-opportunities/invitation-tender

The International team of Arts Council of Wales, Wales Arts International, has published a briefing note for the arts sector as we all prepare for the implications of Brexit. Wales Arts International is a member of On the Move.

As the briefing notes says:

“You might not think that Brexit is relevant to you.

However, if you…

• tour, travel or work internationally

• collaborate or co-produce with European partners

• sell goods and services abroad

• import goods and services into Wales

• employ or contract EU citizens

• are affected by international regulation

• have plans to develop international relationships

… then there will be important practical issues for you to consider.”

The briefing note in full can be seen by clicking here

Wales Arts International has commissioned an evaluation of the International Opportunities Fund (IOF) and its impact on the mobility of artists and cultural professionals based in Wales.

While the fund has been running for the past eight years, the research looked specifically at the past 4 years, when IOF has supported Wales based artists with 193 projects in 68 countries.

Some of the key findings pointed to the fact that not only did the artists themselves benefit from the international experience, but that these benefits were shared with the wider arts sector on their return to Wales. There was also a significant longer term impact on the professional development of the artists beyond the life cycle of their international project.

The research was carried out by On the Move – the cultural mobility information network through interviews with both recipients of the IOF awards and their international partners.

Wales Arts International is one of OTM members.
