#MeToo in the Arts: From call-outs to structural change

In light of developments since 2017, when the #MeToo movement rose to global prominence, the SHIFT – Shared Initiatives for Training partners (nine European cultural networks and platforms) made a common decision to focus on sexual harassment and power abuse in the European art world. Produced by IETM, On the Move – OTM, and FACE – Fresh Arts Coalition Europe, this publication is the culmination of the SHIFT project’s work on Gender and Power Relations.

Through research and main observations, this SHIFT publication starts by nuancing some preconceptions about the status quo of Gender and Power Relations in the arts while taking into consideration the diversity of contexts in Europe. Using a transnational, cross-border approach, the publication also puts forward recommendations and solution-oriented strategies for the arts sector in general – and European cultural networks in particular – for combating sexual harassment and power abuse, and creating equitable and safe professional environments for art workers. It further includes concise ‘stories of change’ – case studies derived from interviews which instigated a structural process of change in a given context.

The publication is complemented by the SHIFT Annotated Bibliography on Gender and Power Relations. For more publications supported by the ERASMUS+ funded project SHIFT see the SHIFT project page.

The publication is available in Albanian thanks to the collaboration with the FemArt Festival in Kosovo.

You can also watch a video (from 12:36) of the presentation by Katie Kheriji-Watts, Coordinator, Research and Publications at On the Move, during the Conference Burning Issues - Performing Arts and Equity held in Berlin on 7-8 May 2022.

SHIFT Annotated Bibliography on Gender and Power Relations

This publication is part of the gender and power-relations package which encompasses a lot of complex issues, both in society and more specifically in the cultural sector, hence the common decision to focus on sexual harassment in the culture and creative sectors. The global movement of #METOO, which started in 2017, increased awareness and empowered employees and professionals across the globe to report sexual harassment and other inequalities in the workplace. #METOO brought to the surface the vulnerability and a lack of effective protection mechanisms of anyone facing power abuse, regardless of age, class and gender.

A large number of resources exist on the issue even if they can be unequal in terms of contents, accessibility and number depending on the covered countries, sub-sectors and languages in focus.

This annotated bibliography, researched and coordinated under FACE - Fresh Arts Coalition Europe, does not claim to be fully comprehensive on the subject but tries to introduce on specific entries (policies, campaigns, codes of conduct etc.) accessible online resources that can help end-users to find documents, tools, inspiration, etc. and to design further their own ways to act on the subject depending on their needs and the context they are evolving. The focus is mostly on Europe with a few international references.

This annotated bibliography has been created by FACE, IETM and On the Move and the SHIFT partner networks.

The SHIFT – Shared Initiatives for Training project aims to provide training and skills for cultural leaders, specifically those of cultural networks. Cultural leaders shall be enabled to implement changes where needed and to pass on their knowledge gained through the project to leaders and staff members of their network, as well as to the broader cultural sector.

The aim of the SHIFT Gender and Power Relations work is to research cases of sexual harassment and power abuse that have been revealed and discussed in the European arts field in recent years, with a focus on the developments since the #MeToo period. The team of researchers also aims to propose solution-oriented strategies for creating equitable and safe work environments for culture professionals.

This first document aims to share and put to discussion some first major takeaways from this work. It was presented in an online session on 6 October 2021. The video of the session can be viewed here. It also formulates preliminary recommendations and three major questions aimed at developing a transnational, cross-border perspective as well as possible solutions to combat sexual harassment and power abuse in the European cultural sector.

The team of researchers for the publication includes Marta Keil, Anna Majewska, and, from On the Move, Marie Le Sourd and Katie Kherij-Watts.

What happened to us in the past months? We finally had more time to (self-) reflect. By ourselves, in our homes or together with our colleagues across the Web. We experienced – sometimes – our funders becoming more flexible and letting us do what we felt relevant. We had time and space to recall some of our core needs and purposes. Some of us reached new communities and appeared in new physical and digital spaces – those we even didn’t think of. We looked at our role in society in a different way – our role to bring intimacy, heal wounds, stimulate reflection.

All this has happened amidst profound losses and enduring uncertainty.

What’s next? IETM invites you to join a collective reflection on how we can build on what we have learned and think of new ways to reposition the arts as a relevant agent for social change.

Co-organised by Institut Català de Les Empreses Culturals - Catalan Arts and Institut Ramon Llull, in collaboration with the Temporada Alta Festival and the Girona City Council, IETM’s next Satellite Meeting will be held from 25-27 November 2021 in Girona. Participants will hear from initiatives that have fostered social change and explore ways to deconstruct the role of the arts within our society. They will be able to follow one of three different thematic threads, each exploring a particular space for social change:

New funding schemes and cultural policies.

Alternative models for the international.

Opportunities for artistic innovation.

The city of Girona and its surrounding, vibrant artistic scene will also be explored, through artistic visits and a rich artistic programme. And online participants will be able to actively take part in some of the meeting activities.

Travel grants are offered to IETM members – regardless of the country where they are based – who fit the following criteria:

You have/your organisation has been a member of IETM for at least one year.

The annual turnover of your organisation or of your freelance activities doesn’t exceed 100,000 euros.

You have already settled your membership fee for 2021.

The grants can cover up to 75% of the travel and accommodation expenses in connection with the meeting.

Deadline: 28 June 2021

More info and apply: https://www.ietm.org/en/girona/travelgrants
